Congestion's become a big problem in Guangzhou in recent years; the average speed at rush hour is now a measly 20kmp/h, and city officials have decided enough is enough. They're going to start putting restrictions on vehicles registered outside of the city and already have a preliminary program drafted up. Before being implemented however, the public will be asked to leave their comments on the program. No details of the program or restrictions have been released yet, so for now we're kept guessing on what they are and how strict they'll be.
