Well-hidden beside a river (more of a drainage ditch, really), this is a secret spot that will drive you mad trying to locate, so definitely take the number along and have the taxi driver call for directions. Much like the exterior, the interior is clearly not meant to impress. The food, however, is straight up traditional Chao Zhou Cai. You will not see another foreign face here, but you needn't worry about translating the menu -- there isn't one. If you want to be really local, try the cold, salty fish with congee. A tip for eating Chaozhou cai -- come early, as the best dishes disappear quickly.
