xenophobic cab drivers?

Granted, it's a pretty harsh word to use, but 'prejudiced' doesn't warrant 7, count them, 7 cabs pulling up next to us last night, taking a look at 3 white guys, and then driving a few meters down the road to pick up locals.

This went on for about 40 minutes.

My more patient friend said that it's because 'they think they won't be able to understand us, or visa versa', but isn't this Shanghai? International city? Home of the World Expo 2010?

It's been happening more and more often, this time was in the Hongqiao/Gubei area, so I'm open to some insight on why...
