Like the "114" help line in the US, this is a phone service that you can call 24 hours/day for any question you have. They have both English and Chinese operators to assist you with "free services includ[ing] Shanghai basic facts and services, culture and entertainment, education, medicine, World Expo, affairs on HongKong, Taiwan and Macao, tourism, residence permit, employment, transport etc.." (Shanghai Call Center card. I find this really useful for any random inquiry ranging from "Where can I find this" to "What's the phone number for this place" to "How do I get to this place"?
